Invitation to Bid for the

Supply, Delivery and Installation of Processing Machinery and Equipment

(In Support to the Cows Milk Processing and Marketing Enterprise)

1.         The Government of the Philippines (GOP) has received a Loan from the World Bank toward the cost of Philippine Rural Development Project (PRDP), and it intends to apply part of the proceeds of this Loan to payments under the contract for Supply, Delivery and Installation of Processing Machinery and Equipment (In Support to the Cow’s Milk Processing and Marketing Enterprise).

2.         The Province of Davao de Oro, implementing partner of the Department of Agriculture, now invites bids for Supply, Delivery and Installation of Processing Machinery and Equipment (In Support to the Cow’s Milk Processing and Marketing Enterprise). Delivery of the Goods is required within Sixty (60) calendar days from receipt of the Notice to Proceed. Bidders should have completed, within the last three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Sub-section 5, Section II. Instruction to Bidders and the corresponding World Bank Bid Data Sheet.

3.         Bidding will be conducted in accordance with relevant procedures for open competitive bidding as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the Government Procurement Reform Act, with some amendments, as stated in these Bidding Documents and is open to all Bidders from eligible source countries as defined in the applicable procurement guidelines of the World Bank. The contract shall be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification. The Estimated Project Cost (EPC) for this project is Five Million One Hundred Forty-Eight Thousand Pesos (Php 5,148,000.00).

4.         Interested bidders may obtain further information from the Bids and Awards Committee of the Province of Davao de Oro and inspect the Bidding Documents at the address given below and also at the PRDP Regional Project Coordination Office XI (RPCO XI) with address at DA RFO XI, F. Bangoy St., Davao City and at the PRDP Project Support Office (PSO) Mindanao Cluster at Alvarez Bldg., Angliongto Sr. Avenue, Lanang, Davao City from 8:00am to 5:00pm, Mondays to Fridays.


5.         A complete set of Bidding Documents may be acquired by interested Bidders starting September 3, 2021 from the address below and upon payment or depositing to the Provincial Government of Davao de Oro, (Name of Bank and Branch, Savings or

), of a non-refundable fee for the bidding documents


in the amount of Ten Thousand Pesos (PhP10,000.00). The LGU’s Treasurer official receipt or the bank teller’s validated deposit slip or printed receipt from online payment serves as your proof of payment.

It may also be downloaded free of charge from the website of the Philippine Government

Electronic Procurement System (PhilGEPS) and the PRDP website (prdp.da.gov.ph).

As part of the transparency measures being instituted by the Department of Agriculture (DA), the bidders can virtually visit the site of the above-described subproject at prdp.da.gov.ph where geotagged base photographs are viewable. The DA, however, requires that all potential contractors who will be awarded contract under the project shall have undergone geotagging training provided by the PRDP Project Support Office.

6.       The Province of Davao de Oro will hold a Pre-Bid Conference on September 21, 2021,

7.         Bids must be duly received by the BAC Secretariat at the address below on or before October 5, 2021, 10:00 AM at Activity Hall 2nd Floor, Provincial Capitol Building, Nabunturan, Davao de Oro. The bids shall be true copies of the original and shall likewise be readable. It shall use a factor and password shall only be revealed during bid opening. All bids must be accompanied by a Bid Securing Declaration.

8.       Bids will be opened in the presence of the Bidders representatives who choose to attend

at the address below. Late bids shall not be accepted.

9.       The Bid Opening will be held on October 5, 2021, at 10:00 A.M. at the Activity Hall

2nd Floor, Provincial Capitol Building, Nabunturan, Davao de Oro . The bidders can

10.       Bidders shall warrant that all items to be delivered are new, branded and free from any defects.

11.       The Provincial Government of Davao de Oro reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
